On July 22, 2026, OpenAI announced “Project Camellia,” a $20 billion data center campus on 1,400 acres northwest of Savannah, designed to draw 3.2 gigawatts of power from Georgia Power between 2028 and 2032. The facility is part of OpenAI’s pledge to spend $750 billion on infrastructure through 2030, an outlay roughly equivalent to Sweden’s GDP.

Local officials say the project will create hundreds of long‑term jobs and make OpenAI the county’s largest taxpayer. The company has promised to “pay the full cost of the infrastructure and electric-service costs” for the new data center, after Georgia’s Public Service Commission adopted rules preventing utilities from passing large‑user costs onto other ratepayers.

Community assurances and benefits

OpenAI is pitching the campus as a model of early community engagement. Its policy chief Chris Lehane argued that big tech projects will only be approved “if you’re actually doing right by these communities,” noting that locals have become “a lot more sophisticated.”

The company says residential electricity prices will not rise and has agreed to cut its draw by up to 1 gigawatt during peak demand. It also touts closed-loop cooling to minimize water use and has pledged $80 million for local priorities like schools, public safety, health care, workforce training, and housing, plus up to $71 million in AI credits for Georgia college students and funding for an independent auditor to track its commitments.

Powering the project: gas, batteries, and solar

Behind the economic windfall lies a contentious energy plan. Georgia Power recently secured approval to add 9,885 megawatts of capacity by 2026, with documents indicating about a third of that tied to the OpenAI deal. Most of the new capacity will come from natural gas — 5.8 gigawatts in total, including a substantial share from more polluting simple‑cycle turbines — more than doubling the utility’s gas fleet, with the remainder from grid‑scale batteries and solar.

Neither OpenAI nor Georgia Power has detailed exactly how Project Camellia will be powered, underscoring lingering uncertainty over how climate‑aligned the world’s biggest AI build‑out can be.
