Apple Wins China’s AI Green Light by Leaning on Alibaba’s Qwen Models
Apple’s push to make “Apple Intelligence” a core part of its devices has reached a critical turning point in China, where regulatory hurdles have forced the company to rely on local AI partners instead of its own full stack.

Early rollout ambitions and regulatory roadblocks

Apple unveiled Apple Intelligence globally in 2024, but China — one of its most important iPhone markets — was notably left out as Beijing tightened rules on generative AI and required official registration of large models.

Over the following months, Apple explored deals with several Chinese tech giants, including Baidu, DeepSeek and ByteDance, but reportedly ran into challenges adapting their models for local customers and regulators, contributing to delays in bringing Apple Intelligence to Chinese users.

Registration and approval in China

By mid-2026, Apple’s on-device generative AI service had “officially been registered with China’s cyberspace regulator, clearing a major hurdle for device rollout.” That registration with the Cyberspace Administration of China (CAC) effectively opened the door for Apple to deploy its AI features at scale inside the country.

Regulatory approval came as Apple’s business momentum in the region strengthened: in the second quarter, sales in Greater China climbed 28% to $20.5 billion, and the company regained the No. 2 spot in China’s smartphone market after aggressive iPhone discounts.

The Alibaba Qwen deal and what it means

The decisive step was a long-rumored partnership with Alibaba. China’s regulator approved Apple’s AI services “on the back of a deal to integrate Alibaba’s Qwen AI model into Apple’s operating systems, including iOS, iPadOS, macOS, and visionOS.” Alibaba confirmed that Qwen will be “integrated into Apple Intelligence experiences,” with capabilities such as “text and image understanding and generation.”

Another report framed the milestone succinctly: “Apple Intelligence approved in China,” noting that Apple is “tapping domestic tech giants, integrating Alibaba’s Qwen and Baidu’s AI models to power the experience for Chinese users.”

The move underscores a broader compromise: to keep pace in AI while complying with Chinese rules, Apple is localizing its intelligence layer, even as it remains locked in a separate standoff with European regulators over how and when to roll out the same technology there.
