US Government Partially Lifts Restrictions on Anthropic’s Mythos 5 AI Model The U.S. government has moved from an abrupt shutdown of Anthropic’s top AI models to a cautious partial reopening, exposing deep tensions over how Washington regulates frontier AI.

In mid-June, an export-control order forced Anthropic to disable access to both its powerful cybersecurity model Mythos 5 and its widely used sibling Fable 5, after officials warned that safeguards could be bypassed. The directive barred foreign nationals from using either model, including Anthropic’s own non‑U.S. staff.

Over the next two weeks, Anthropic entered intense negotiations with the Trump administration. Commerce Secretary Howard Lutnick told the company the government had “worked with [Anthropic] to address risks associated with Mythos 5 and Fable 5” and that these efforts had “yielded significant progress.” By June 26, Lutnick issued a revised license, determining that “appropriate safeguards are in place” for some uses of Mythos 5.

On June 27, multiple outlets reported that Mythos 5 is “back” but only for a limited set of trusted users: a “small group of cyber defenders and infrastructure providers,” and more than 100 specific U.S. agencies and companies, including their foreign employees and Anthropic’s own non‑U.S. staff. Anthropic said Mythos 5 “can be redeployed to a set of US organizations that operate and defend critical infrastructure” and that it is “restoring access for these organizations quickly.”

Perspectives on the move diverge. Some see it as a needed recalibration: the Commerce Department concluded diversion risks were manageable for approved entities and dropped the license requirement for them. Others worry about an “ad hoc regulatory regime” and “unease over Washington’s ad hoc regulatory approach” to AI more broadly.

Meanwhile, Fable 5 remains “on ice,” even as insiders expect restrictions could be lifted as soon as the coming week, pending Pentagon and NSA approval.
