2001 to now. September 11 triggers the largest classified spending expansion in American history. The black budget stops being a feature of wartime. It becomes a permanent structural condition of American power.

HOW THE LOCKOUT WORKS

Three mechanisms. That’s all it takes to eliminate 230 years of democratic theory.

Classification hides the details from the public and from most of Congress. Elected representatives vote on budgets they cannot read.

Contractors perform intelligence work under private corporate structures that sit outside public records law. The work is government. The accountability is gone.

Fiat money lets the government finance operations through debt and monetary expansion without raising a single tax. There’s no bill. No vote. No moment where anyone has to look the public in the eye and justify the cost.

THE MIDDLE EAST WAS ALWAYS ABOUT THE DOLLAR

FIAT MONEY IS THE ENABLER

When money isn’t tied to anything real, governments borrow from the future to pay for wars the present won’t authorize. The public doesn’t feel it immediately. Inflation spreads the cost across every wallet in the country. Future generations inherit the debt. The political incentive to stop spending evaporates.

This isn’t left or right. This is the physics of unconstrained monetary systems. Give any institution the ability to create money without limit, and eventually that institution funds things it could never justify openly.

SOLUTIONS THAT DON’T REQUIRE TRUSTING ANYONE

A system built on secrecy cannot be fixed by installing better people. That is a trap. It must be restructured so that the incentives themselves change.

Clean separation of intelligence and military functions. When these roles blur, oversight becomes impossible. Distinct lines produce distinct accountability. This is not complicated.
